PCGen is a free cross-platform Java application that will create characters in just about d20 Ruleset.  d20 Modern is included.  It's got a bit of a learning curve though.

Pathguy.com has a number of free JavaScript browser-based generators.  Fairly bare-bones, but it'll get the job done.
